SummaryThe Senior Pension Manager (SPM) administers the 1953, 1977 and 1977 Converted Police Pension Funds for over 3500 members (active and retired officers and survivors) to ensure compliance with state law and the collective bargaining agreement including, but not limited to, coordination of all activities related to medical retirements, regular retirements, applications for survivor benefits, medical benefits for retirees and survivors, processing of payment of monthly pension benefits, monthly pension board meetings and regular communication with pension members related to pension requirements and benefits.

Examples of duties

Key Responsibilities

  • Coordination of all activities related to police officers seeking medical retirement; including, but not limited to, applications, medical documents, personnel files, contacts with medical physicians, research to provide supporting evidence, preparing and submission of all required documentation to INPERS.
  • Primary resource for active sworn police officers for education and assistance in participation in the Deferred Retirement Option Plan (“Drop”); including, but not limited to, education related to the program, calculation of benefits and submission of necessary documentation to appropriate Auditor’s Office and IMPD Payroll staff.
  • Coordination of all activities related to police officers seeking regular retirement under the 1977 and 1977 Converted Police Pension Funds; including, but not limited to, preparation of applications and ensure compliance with applicable INPERS requirements.
  • Perform all payroll duties for retired police officers and survivors under the 1953 and 1977 Converted Police Pension Funds; including, but not limited to, calculation of pension benefits, death benefits and health care benefits, submission of required documentation for monthly payroll to the Auditor’s Office, conduct “open enrollment” each year for health care benefits.
  • Coordination of benefits and assist with the completion of all necessary applications/paperwork for survivors of retired officers (or officers killed in the line of duty or who die while an active officer but not while on duty) to receive the appropriate death, pension and health care benefits.  
  • Administrator of the IMPD Police Pension Board responsible for establishing schedules, preparing agendas and drafting all written communications; ensuring compliance with Open Door requirements, preparing and posting of public meeting notices; organizing board meetings, including location and distribution of materials in a timely manner.
  • In conjunction with the IMPD Deputy Director of Administration, Human Resources Director and Chief Financial Officer annually prepare the Pension Budget.
  • Must maintain strict confidentiality at all times

Qualifications

Associates Degree and two (2) years related experience (Payroll Processing, Pension Management, Records Management, Paralegal).   One (1) year of related experience may be substituted for each year of required education.  Must be highly organized, be able to multi-task, be capable of establishing priorities and have strong analytical and problem-solving skills.  Ability to establish strong working relationships between the Pension Office and internal departments and external agencies (state and local) is essential.   Ability to establish and maintain a successful working relationship with current employees, retirees, survivors, IMPD management, City/County management, external professionals, and the general public is critical to the success of this position. Must use sound/good judgment that is consistent with standards, practices, policies, procedures, union contract, regulations or government law when making recommendations to IMPD and/or the Pension Board.  Proficiency in Microsoft Office Suite and Microsoft Outlook required.   Must obtain and maintain a valid Indiana Notary License.


Preferred Job Requirements and Qualifications

Bachelor’s Degree in Finance Management, Business Management, Accounting Principles, or related field with one (1) year of related work experience. Knowledge of pension policies and state and local laws related to pension administration. Requires problem-solving and analytical skills. Ability to coordinate and serve as liaison between both internal agencies and external agencies. Must be able to interact effectively with a variety of people. The ability to research and analyze various statutes related to benefits of all kinds to public safety. Must have the ability to make recommendations to effectively resolve problems or issues, by using judgment that is consistent with standards, practices, policies, procedures, union contract, regulations, or government law. Ability to organize and prioritize work. Knowledge of PeopleSoft and Microsoft Office. Must be able to communicate effectively, both verbally and in writing. Must be able to take initiative and meet objectives and deadlines. Knowledge of state statutes for the 1937 Fire Pension Fund, 1977 Police and Fire Disability Fund and Deferred Retirement Option Plan. Must attend annual seminars and training required to continue knowledge of law changes and changed procedures. Experience with PeopleSoft preferred Supplemental information

Essential functions are regularly performed in an office environment with limited exposure to adverse environmental conditions. 


Physical Conditions

  1. Sitting at a desk the majority of the time with some visiting of buildings and sites
  2. Some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10) pounds
  3. Tasks may involve extended periods of time at keyboard or workstation
