In support of this mission, the Office of Housing administers programs that finance the production and preservation of affordable housing as well as programs that incentivize private developers to produce affordable housing within mixed-income properties.
THE JOB
We are recruiting for a Market Incentives Asset Manager to join the Asset Management Unit. We are looking for applicants who are personable and accountable and want to help provide people with affordable housing and stability. Your work will shift between asset management and compliance, depending on workload. Examples of dutiesYour top priorities in this role will be:
- Reviewing annual reports of affordable housing projects for contractual compliance, with particular focus on rent and income restrictions, household eligibility, and unit set-asides. Annual report reviews culminate in a compliance summary and may include follow-up correspondence and notices of corrective actions as needed. This priority includes a periodic audit of tenant files.
- Developing and maintaining asset management policies and procedures in collaboration with internal and external stakeholders to ensure long-term program viability and program compliance.
- Providing training and technical assistance to property managers and owners to strengthen compliance and asset management practices, and providing technical assistance to tenants.
You will be effective in this role with a combination of the following knowledge and experience:
Technical expertise in affordable housing programs such as the federal Low- Income Housing Tax Credit, Multifamily Tax Exemption Program (MFTE), and other funding HOME, Section 8, and other funding programs.
Experience in property management, asset management, community development, compliance monitoring, or real estate.
Knowledge of Washington State Tenant Landlord Law.

- Computer literacy and a working knowledge of Word, Excel, Outlook and SharePoint.
In addition to the qualities mentioned above, you will need to possess the below required qualifications (or a combination of education and/or experience and/or training which provides an equivalent background required to perform the work of the class):
- Two years of progressively responsible experience in affordable housing compliance monitoring, property management, real estate, program management, planning, research, architecture, or a related field
- Bachelor’s Degree in business or public administration, urban planning, architecture, or a related field
OR
- Three years of progressively responsible experience in affordable housing compliance monitoring, property management, real estate, program management, planning, research, architecture, or a related field
- Associate Degree in business or public administration, urban planning, architecture, or a related field
OR
- Four years of progressively responsible experience in affordable housing compliance monitoring, property management, real estate, program management, planning, research, architecture, or a related field
This full-time (1.0 FTE) civil service position is eligible for overtime, is classified as a Community Development Specialist BU, and is governed by a collective bargaining agreement between the City and the union, PROTEC17 – Professional Unit.
Pay: The full pay range for this step-progression position is $47.39 - $55.19 per hour. New employees typically begin at Step 1 of the pay progression, which is $47.39 hourly. Current City employees’ starting rate of pay will be based on Personnel Rules regarding promotions.
Working Schedule: This position offers the flexibility of a hybrid work schedule. Employees will be expected to be in-office three times a week. This position will require the ability to work a flexible schedule, as there may be occasional travel that is required. Individual schedules will be based on agreement between the employee and their supervisor.
Hiring Timeline: First round interviews for this position are tentatively scheduled for the week of August 17-21, 2026.
