Summary

The Contract and Compliance Board Executive Director (General Services Division Manager) serves as the principal administrative advisor to the Contract and Compliance Board, providing executive leadership and operational support to the Board by coordinating its activities, facilitating effective governance, and ensuring the Board carries out its responsibilities in accordance with its establishing ordinance, applicable laws, and accepted parliamentary procedures. The Executive Director also serves as the primary liaison between the Board, Metro departments, Metro Legal, contractors, consultants, and the public to support informed decision-making and the implementation of Board actions.

This position is responsible for meeting, evaluating, and monitoring compliance with construction contracts related to construction activities on projects by the Metropolitan Government and performing related duties as required. The Executive Director is responsible for supporting the Board's oversight of contract compliance by monitoring contractual duties and obligations, administering the complaint process, and ensuring that complaints are appropriately evaluated, investigated, and reported to the Board and other appropriate entities.

Examples of duties
  • Reviews, evaluates, and monitors compliance with construction contracts related to construction activities on projects by the Metropolitan Government. 
  • Reviews construction sites, if such review is in connection with the evaluation of existing construction contracts.
  • Oversees the investigations of complaints related toconstruction contracts wherein the metropolitan government is a party and related to the relevant construction sites.
  • Studies best practices on public construction worksites and provide recommendations concerning improvements in worksite safety on Metropolitan Government construction worksites.
  • Conducts market analyses of projects, contractors, contracts, and workers operating on Metro projects routinely to help measure, track, and improve Metro projects. 
  • Writes data-driven reports and recommendations on the construction landscape, with detailed explanation of the state of the industry on Metro projects along with corrective processes, as warranted.
  • Collaborates with the Metro Law Department to develop recommendations for enhancing worksite safety and compliance measures in construction contracts.
  • Conducts qualitative and quantitative research and analysis to identify opportunities and obstacles regarding the construction landscape on Metro projects.
  • Oversees and prepares presentations.
  • Attends meetings and workshops, as needed.
  • Performs various supervisory duties including assigning and monitoring work, approves leave requests, evaluates and reviews employee performance, counsel and correct employees, as needed.
  • Interprets rules and policies, as needed.           
  • Performs other duties as assigned.
  • Develops strong and abundant relationships in the industry with workers, foremen, project managers, and subject matter experts of the industry.

Board Governance and Leadership
  • Serves as the principal administrative advisor to the Contract and Compliance Board, supporting the Board in carrying out its responsibilities under the establishing ordinance.
  • Provides leadership and strategic support to the Board Chair and Board members by coordinating annual work plans, meeting priorities, and implementation of Board initiatives. 
  • Advises the Board on governance best practices, procedural requirements, and the appropriate exercise of its authority consistent with applicable laws and the Board's enabling ordinance.
  • Serves as the primary liaison between the Board, Metro departments, Metro Law, contractors, consultants, elected officials, and members of the public.
  • Fosters productive working relationships among Board members, Metro departments, contractors, consultants, and community stakeholders while maintaining impartiality and professionalism.
QualificationsEDUCATION AND EXPERIENCE
Bachelor's Degree from an accredited college or university and five (5) years of managerial, financial, or administrative experience in a construction, trades, or related field or contract and/or construction inspection compliance.

Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government. Supplemental information
  • Experience working with governing boards, boards and commissions, or executive leadership in a public-sector environment.
  • Familiarity with Robert's Rules of Order and the Tennessee Open Meetings Act, to facilitate orderly, fair, and effective meetings.
  • Experience navigating construction sites including knowledge of the trades on sites and related reporting structures, as well as any applicable safety or site requirements.
  • Experience with DOL, NLRB, OSHA, and TOSHA regulations.
  • Experience reviewing Metro or construction contracts and relevant State and Federal laws. Familiarity with labor violations and Unfair Labor Practices (ULPs) related to the NLRB, as well as contractual obligations with Metro and applicable State and Federal legislation.
  • Spanish proficiency.
  • Proficiency in Microsoft Office Suite.
