JOIN OUR TEAM AS AN ENVIRONMENTAL COMPLIANCE MANAGER

Pasco County Utilities Department is seeking an engaged, customer service-oriented leader to serve as the next Environmental Compliance Manager. This position entails performing highly responsible professional work in planning, managing, and directing all regulatory compliance activities for Pasco County's water, wastewater, and reclaimed water utility systems. The incumbent serves as the department’s primary technical and managerial authority, ensuring full compliance with federal, state, regional, and local environmental regulations. The role provides oversight of key regulatory programs, including Industrial Pretreatment Program (IPP), Fats, Oils, and Grease (FOG) program, and Private Lift Station (PLS) program, and acts as the department’s principal liaison with regulatory agencies. The position provides strategic leadership, supervises teams, manages budgets, and coordinates policy development, enforcement activities, and public outreach initiatives. 

Examples of duties

• Develops, implements, and manages all environmental and regulatory compliance programs.
• Leads long-term planning for water, wastewater and reclaimed water facility operating permit renewals, system improvements, and operational changes to maintain regulatory compliance.
• Supervises professional, technical, and administrative teams supporting regulatory, IPP, FOG, and PLS programs.
• Manages field studies, performs facility inspections and evaluations, and recommends action plans on corrective measures related to enhancement of regulatory compliance.
• Manages permit tracking, monitoring and reporting programs to assure regulatory compliance.
• Leads IPP, FOG, and PLS programs, including policy development, Standard Operating Procedures (SOPs), standards, inspection schedules, compliance monitoring, and enforcement.
• Develops multi-year strategic plans, annual goals, performance metrics, and prepares executive-level reports and regulatory recommendations.
• Administers permitting, local limits, inspections, sampling oversight, and reporting requirements.
• Leads Industrial Waste Survey (IWS) activities to identify Significant Industrial Users (SIUs)/Categorical Industrial Users (CIUs) and characterize waste streams.
• Issues, renews, and modifies wastewater discharge permits; incorporate prohibitions, categorical standards, and Best Management Practices (BMPs). 
• Maintains and update local limits based on plant capacity and water quality objectives. 
• Directs routine and unannounced Industrial User (IU) inspections, slug control verification, and sampling oversight. 
• Administers Enforcement Response Plan (ERP); issues Notices of Violation (NOVs), compliance schedules, and penalties; track SIUs for Significant Non-Compliance (SNC). Implements Dental Amalgam Rule compliance and other hazardous waste pharmaceutical prohibitions.
• Coordinates with Florida Department of Environmental Protection (FDEP), Environmental Protection Agency (EPA) Region 4, Publicly Owned Treatment Works (POTW) managers, and industrial users. 
• Manages annual budget, resources, and Quality Assurance/Quality Control (QA/QC) for compliance monitoring.
• Ensures timely and accurate submission of all regulatory reports (DMRs, MORs, annual reports, reuse reports, etc.).
• Leads responses to NOVs, consent orders, and enforcement actions.
• Oversees Sanitary Sewer Overflow (SSO) monitoring, analysis, reporting and notifications to ensure full regulatory compliance.
• Develops procedures, training materials, and compliance strategies to reduce SSO frequency and severity.
• Conducts field work, inspections, operational training, and coordination with regulatory authorities and other County personnel to enhance our regulatory compliance activities.
• Performs coordination and liaison work in support of regulatory compliance with other Pasco County personnel and all appropriate state and federal agencies involved in environment management, water, wastewater, reclaimed water, and other utility service activities.
• Tracks current and proposed environmental legislation and rules which directly or indirectly affects utilities services operations. Provides written input and comments reflecting County position, as required and directed.
• Ensures regulatory changes anticipated are incorporated into long-term planning, capital improvement strategies, and policy development.
• Reviews laboratory test results, monitoring programs, and facility assessments.
• Interpret rules, regulations, topographical and aerial maps, blueprints, diagrams, and sketches.
• Performs other related work as required.

Qualifications

• Knowledge in the permitting and operation of water, wastewater, and reclaimed water systems.
• Demonstrated ability to interpret, operationalize, and enforce federal and state regulations, applicable County ordinance provisions, and FDEP processes, translating requirements into permits, local limits, SOPs, inspections, reporting, and enforcement actions.
• Knowledge of utility systems including the operation and maintenance of treatment plants, collection and distribution systems, and storage facilities.
• Knowledge of categorical standards, SIU/CIU classifications, permitting, reporting, and local limits methodologies.
• Knowledge of environmental sampling methods and laboratory QA/QC procedures, wastewater process monitoring, and biological treatment principles.
• Ability to interpret and apply complex regulations; prepare defensible reports; manage ERP actions and resolve Significant Non-Compliance.
• Ability to read and interpret rules, regulations, topographical and aerial maps, blueprints, diagrams, and sketches.
• Ability to independently present ideas, concepts, and facts in a clear, concise manner in written, oral, or graphic form.
• Ability to develop and evaluate reports and presentations reflecting the work activities performance, and environment compliance of Pasco County Utilities.
• Ability to participate in complex environmental quality and management studies and analyze information and formulate substantive recommendations regarding improving and maintaining regulatory compliance based upon such studies.
• Ability to establish and maintain effective working relationships with coworkers, outside agencies, regulatory authorities, and the general public.
• Leadership, self-motivation, ability to work on teams, and willingness to learn are all essential.

Supplemental information

PHYSICAL SKILLS:  Ability to communicate effectively using verbal, written and visual communication. Ability to conduct field work in a variety of weather conditions. Ability to lift and/or move up to 25 lbs., and push/pull heavy objects.

EDUCATION, TRAINING AND EXPERIENCE:  Graduation from an accredited college or university with a Bachelor's Degree in biology, chemistry, environmental science, environmental engineering, or a related field. Eight (8) years of professional work experience in water, wastewater, or reclaimed water compliance or project management OR a Master's Degree and six (6) years' experience. Regulatory agency permitting and compliance experience required. Proficient in Microsoft Office and familiar with GIS.

LICENSES, CERTIFICATIONS OR REGISTRATIONS:  Must possess a valid Florida driver's license. Florida Industrial Pretreatment Association (FIPA), Project Management Professional (PMP), environmental compliance certification (CEP, CEM, CHMM), or other professional certification preferred.
