Summary

GENERAL STATEMENT OF JOB


Under general supervision, this position is responsible for providing technical support and maintenance for Tyler Technologies applications to city end users, requiring an understanding of database management and database practices, analyzes user needs, and test new programs and applications. Reports to Assistance Chief Information Officer.


ESSENTIAL JOB FUNCTIONS


Conducts testing for Tyler technologies system upgrades and patches as required. Reviews tickets regularly for timely resolution or escalation when necessary. Creates training documentation for processes and conducts training sessions for end users as needed. Serves as liaison with the vendor to address open tickets and collaborate with functional and technical teams to implement upgrades and fixes.


Reviews user requirements and needs for new software and performs analysis, design, implementation, installation, and training related to new software developed and/or acquired; and analyzes and plans systems based on consultations with management and/or staff. 


Documents system plan and establishes an implementation schedule; designs and documents systems based on analysis results and further consultation with management and staff; develops databases, programs and procedures necessary to integrate and/or implement the system. Tests systems to determine operational reliability.


Carries out fact finding and program analysis of problems and applies established procedures to bring resolution; provides technical advice and support to users, including creating ad-hoc reports, data analysis and correction, training and problem solving; and assists in selecting hardware and software to be used by enterprise organizations.


Serves as technical advisor to user staff who do installs, modify and maintain systems and utility software on server computer systems; and provides server support related to network software.


Performs other related work as required.  Individual assignments will be determined by supervisor based on current workload and department needs.

Has thorough knowledge of the operating characteristics, capabilities, limitations, and service requirements of computers and auxiliary equipment employed in the current operations environment. Has thorough knowledge of the operation of computers and peripheral equipment. Some experience, education, and knowledge surrounding financial accounting business practices as they adhere to Generally Accepted Accounting Principles (GAAP). Has considerable knowledge of the various types of input and output media. Has considerable knowledge of data processing operations, procedures, and terminology. Has general knowledge of modern office practices and procedures. Has some knowledge of the current literature, trends and developments in the field of computer operations.  Is able to detect system and program failures. Is able to revise production and testing schedules for the achievement of maximum computer time utilization. Is able to understand and follow complex oral and written instructions. Is able to prepare clear and concise instructions and convey them orally and in writing. Is able to establish and maintain effective working relationships as necessitated by work assignments.

Quality of Work: Maintains high standards of accuracy in exercising duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains high quality communication and interacts within department and division, and with co- workers and the public.


Quantity of Work: Maintains effective and efficient output of all duties and responsibilities as described under “Essential Job Functions.”


Dependability: Assumes responsibility for doing assigned work and meeting deadlines. Completes assigned work on or before deadlines in accordance with directives, city policy, standards and prescribed procedures. Accepts accountability for meeting assigned responsibilities in the technical, human and conceptual areas.


Attendance: Attends work regularly and adheres to city policies and procedures regarding absences and tardiness. Provides adequate notice to higher management with respect to vacation time and time- off requests.

Tactfully and effectively handles requests, suggestions and complaints from other departments and persons to maintain good will within the city. Interacts effectively with fellow employees and the public.


Coordination of Work: Plans and organizes daily work routine. Establishes priorities for the completion of work in accordance with sound time-management methodology. Avoids duplication of effort. Estimates expected time of completion of elements of work and establish a personal schedule accordingly. Attends meetings, planning sessions and discussions of time. Implements work activity in accordance with priorities and estimated schedules. Maintains a calendar for meetings and deadlines.


Safety and Housekeeping: Adheres to all safety and housekeeping standards established by the city and various regulatory agencies. Sees that the standards are not violated. Maintains a clean and orderly workplace.




Qualifications

EDUCATION & EXPERIENCE


Requires graduation from a college or university with major course work in Information Systems management, computer science or a related field or minimum of 3-5 years of experience with the public sector software application administration, customer support and analysis, hardware and software installation, and data processing; or any equivalent combination of training and experience which provides the required skills, knowledge and abilities. Experience with Oracle forms and reports development, and Structured Query Language (SQL) Programming is a plus.


SPECIAL REQUIREMENTS


An acceptable general background check to include a local, state, and federal criminal history check and sex offender registry check.

Physical Requirements: Requires the ability to exert up to 50 pounds of force occasionally and/or up to 25 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Physical demand requirements are those for Medium Work.


Data Conception: Requires the ability to compare and or judge the readily observable, functional, structural, or composite characteristics (whether similar to or divergent from obvious standards) of data, people or things.


Interpersonal Communication:  Requires the ability to speak and or signal people to conveyor exchange information. Includes receiving instructions, assignments and/or directions from supervisors.


Language Ability: Requires the ability to read a variety of source listings, diagnostic reports, database schema, printouts, etc. Requires the ability to prepare a variety of user manuals, run sheets, charts, diagrams, correspondence, etc., using proper format.


Intelligence:  Requires the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts and draw valid conclusions; to interpret an extensive variety of technical instructions in mathematical or diagrammatic form; to deal with several abstract and concrete variables.


Verbal Aptitude:  Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of technical or professional languages, including computer programming languages.


Numerical Aptitude:  Requires the ability to utilize mathematical formulas; to add and subtract totals; to multiply and divide; and to determine percentages and decimals; to interpret graphs; to perform statistical calculations and algebraic operations.


Form/Spatial Aptitude:  Requires the ability to inspect items for proper length, width and shape. 


Motor Coordination:  Requires the ability to coordinate hands and eyes rapidly and accurately in using automated office equipment.


Manual Dexterity:  Requires the ability to handle a variety of items, office equipment, control knobs, switches, etc. Must have minimal levels of eye/hand/foot coordination.


Color Discrimination:  Requires the ability to differentiate between colors and shades of color.


Interpersonal Temperament:  Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress and when confronted with persons acting under stress.


Physical Communication:  Requires the ability to talk and/or hear: (talking: expressing or exchanging ideas by means of spoken words; hearing - perceiving nature of sounds by ear). Must be able to communicate via telephone.
