Job Description

Responsibilities

  • Implement (PE) HSE procedures on site and ensure compliance with client procedures.
  • Conduct internal HSE inductions for workers and internal visitors.
  • Verify personnel training records, medical examinations, and authorizations/certifications, and maintain tracking spreadsheets.
  • Monitor and manage foreign contractors.
  • Inspect workers’ PPE (Personal Protective Equipment) and manage PPE inventory (replenishment and issuance tracking).
  • Perform visual and documentary inspections of equipment, apply identification tags, and maintain tracking records for equipment subject to periodic inspections.
  • Organize or monitor the completion of mandatory periodic inspections.
  • Carry out HSE inspections and activity-specific inspections according to daily operations.
  • Monitor HSE inspections performed by other PE site personnel, participate in subcontractor inspections, and analyze and archive inspection records.
  • Deliver HSE toolbox talks and safety briefings to all personnel.
  • Organize HSE steering meetings with site management and participate in coordination meetings.
  • Maintain the site action plan using inputs from HSE inspections, meeting minutes, toolbox talks, HSE committees, periodic inspection findings, HSE events, etc.
  • Prepare and communicate PE HSE warnings and Group safety alerts, and monitor associated action plans.
  • Conduct regulatory monitoring and compliance assessments.
  • Liaise with the operating client and participate in client-organized meetings.
  • Collect and analyze accidents, incidents, near misses, hazardous situations, and first-aid cases; lead root cause analyses and monitor corrective and preventive actions through Teams 15.
  • Report HSE information to the PE HSE Manager.
  • Prepare reports, including site HSE performance summaries and KPIs for management and the PE HSE department.
  • Conduct environmental assessments.
  • Perform risk assessments and prepare the Paprec Engineering Site-Specific Safety Plan (PPSPS) and/or Prevention Plan (PDP).
  • Liaise with the Health and Safety Coordinator (CSPS) and participate in site inspections (VIC) and CISSCT meetings.
  • Manage and monitor waste handling and disposal.
  • Assist in drafting prevention plans with the client/operator and ensure compliance.
  • Collect subcontractor PPSPS documents, review them before submission to the CSPS, and gather required documentation (site inspection reports, harmonization documents, etc.).
  • Issue and manage various work permits.
  • Enforce HSE discipline on site (warning cards, disciplinary actions, etc.).
  • Monitor hygiene standards, appropriate behavior, and overall site housekeeping (operations and construction activities).
  • Keep all project HSE documentation up to date in Google Drive, SharePoint, or the designated project platform.

Qualifications

Requirements

  • HSE Management qualification (minimum Associate Degree/Bachelor-level equivalent, Bac+2).
  • Valid driving license.
  • Industrial experience.
  • Knowledge of lifting operations.

Mandatory Certifications / Training

  • First Aid at Work (SST).
  • Fire extinguisher handling.
  • Working at height and safety harness use.
  • Scaffolding use.
  • Confined spaces.
  • ATEX (Explosive Atmospheres).
  • H0/B0 electrical safety authorization.

Additional Requirement

  • A valid BTP (Construction Worker) Card is mandatory.

Working Schedule : Resident 5 days per week
