SummaryGENERAL STATEMENT OF DUTIES
Plans, coordinates, and directs the organizational development and training programs in the Social Services Department to help the organization meet its employee training and development needs.
DISTINGUISHING FEATURES OF THE CLASS
An employee in this class plans, organizes, and implements a variety of staff development and training programs for the department. Work includes overseeing activities related to training and staff development. The Training Manager develops and procures information, materials and training programs to provide information on professional development, conducts training needs assessments, plans staff resources and schedules, and coordinates the instruction of the programs. Work also requires coordination and input to the county level on centralized training needs and assisting with those efforts to ensure those efforts are coordinated at the departmental level. Work requires long term planning, considerable knowledge of development and training design and implementation, and ability to work with external and internal resources to implement the required staff development efforts. Work is differentiated from the Staff Development Supervisor by the scope and variety of problem identification, problem solving, decision making, consultation, and resources required for training development. This position is a staff representative for the Department Director, and directly supervises the staff development team. The employee is evaluated through conferences, observations, training efforts reviews, evaluations, records and reports.
Examples of dutiesDUTIES AND RESPONSIBILITIES
Essential Duties and Tasks
• Manage and plan training curriculum for Social Services department.
• Conduct needs analysis studies and confers with managers and supervisors to determine training needs and trends.
• Compiles data and analyzes past and current year training requirements to prepare budgets and justify requested funds.
• Design and facilitate department training workshops for supervisors and managers.
• Consult with managers and supervisors to develop training plans and task listings.
• Manage training records, and prepare statistical reports to evaluate training effectiveness and performance.
• Select appropriate instructional procedures or methods, i.e., individual training, group training, self- study, lectures, demonstration performance, coach pupil, mentoring, or computer-assisted training.
• Develop training policies, programs, and schedules, based on identified training needs, production processes, systems, or changes in services.
• Act as liaison with general public to research and select outside consultants and trainers to conduct training in specialty areas.
• Evaluate training events and trainers to ensure transfer of learning of basic job competencies.
• Represent the department on required training matters.
• Develop budget for training and departmental publications.
• Perform other duties as assigned.

• Considerable knowledge of training theory, principles, and techniques, with special emphasis on adult learning and techniques.
• Considerable knowledge of training resources, equipment, and materials.
• Considerable knowledge of curriculum and course design, instructional methods, and training needs assessment and evaluation systems and methods.
• Working knowledge of human motivation, leadership styles, and human behavior.
• Skill in group dynamics, training, and consultation.
• Ability to exercise sound judgement in assessing training needs, developing objectives, recommending training programs and activities, and evaluating training programs.
• Ability to develop curriculums, course outlines, and training goals and objectives.
• Ability to adapt and communicate information to a wide range and level of employees and situations.
• Ability to plan, organize, and implement a wide variety of training programs.
• Ability to communicate effectively in oral and written forms.
• Ability to develop and maintain effective working relationships with managers, supervisors, employees, external training resources, and the County staff development staff.
Minimum Education and Work Experience
Graduation from a master's degree program in Adult Education, Human Resources Management, or Public Administration and four years experience as a training administrator or facilitator, with at least one year of supervisory responsibilities; OR, graduation from a four year college with a major in Human Resources Administration, Public Administration or Education and six years experience as a training administrator or facilitator, with two years of supervisory responsibilities.

Candidate must reside within a two-hour driving radius of Guilford County to be considered for employment.- Position will be located in Greensboro; however, will require travel to the High Point office and other community sites

Physical Demands and Work Conditions
Must be able to physically perform the basic life operational functions of standing, walking, pushing, pulling, lifting, fingering, grasping, talking, and hearing.
Must be able to perform light work exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
Must possess the visual acuity to prepare data and statistics, operate a computer terminal and audio-visual equipment, and do extensive reading. Some positions in this class require the operation of a motor vehicle to go to various agency sites and locations.
May Require Driving
This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver's license and that the driving record is compatible with the county's driving criteria.
If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County's vehicle use policy.
