As a Senior Fleet Personnel Officer at BSM, you will be responsible for overseeing the recruitment, deployment, retention, and development of seafarers assigned to the fleet, ensuring vessels are staffed with qualified personnel in accordance with operational requirements, contractual obligations, budget targets, and applicable maritime regulations. The role plays a vital part in supporting the safe, compliant, and efficient operation of vessels by coordinating crew planning, personnel administration, training, and workforce management activities between seafarers, vessels, and external stakeholders.
Key Responsibilities
Review vessel manning plans and contractual requirements to identify, evaluate, and select qualified seafarers in accordance with regulatory, operational, and budgetary requirements.
Review and approve seafarer employment contracts to ensure compliance with agreed terms and applicable legislation.
Develop and implement crew relief, rotation, and end-of-contract planning to maintain continuous vessel operations.
Identify current and future crew vacancies and support timely recruitment and workforce planning activities.
Prepare and implement crew planning, ensuring timely crew changes, accurate documentation, budget compliance, and responsiveness to client requirements.
Coordinate crew embarkation and disembarkation activities and support the implementation of port-specific requirements, including visas and permits.
Liaise with vessels and external service providers to ensure efficient and cost-effective crew changes.
Communicate with flag state authorities and maintain up-to-date documentation required for the legal employment of seafarers and vessel operations.
Inform vessel personnel of operational changes and provide the required documentation and guidance.
Monitor and evaluate seafarer performance, identify training needs, and develop training plans to enhance technical competencies and operational effectiveness.
Coordinate with training providers and follow up on the successful completion of required training programmes.
Support the development, implementation, and monitoring of departmental budgets, identifying cost-saving opportunities and corrective actions where required.
Support the implementation and monitoring of assigned systems, employment laws, regulations, and safety management requirements.
Coordinate outsourced manning activities to ensure they are completed accurately and on time.
Optimise crew allocation and travel arrangements to ensure cost-effective and timely crew deployment.
Monitor crew-related expenditure and contribute to market research to identify cost-effective travel solutions.
Ensure accurate, timely, and up-to-date maintenance of personnel and operational data, safeguarding data integrity.
Qualifications & Experience
Bachelor’s Degree or Certificate in a maritime-related field.
Minimum of 5 years’ experience as a Fleet Personnel Officer in maritime recruitment.
Skills & Competencies
Very good knowledge of vessel crew requirements and seafarer qualifications.
Knowledge of local maritime labour market demand and supply dynamics.
Experience in the development of employment contracts.
Experience in recruitment, training, and development methodologies.
Good knowledge of seafarers’ rights and maritime labour legislation.
Knowledge of the maritime legal framework, including employer obligations and recruitment requirements.
Strong planning, coordination, and organisational skills.
Ability to manage multiple priorities and operational deadlines effectively.
Good communication and stakeholder management skills.
Fluency in English.
PC literacy.
