We are hiring a Project Controls Manager to lead planning, scheduling, cost control, earned value
management, and reporting on a landmark mountain resort development in Kazakhstan. The project spans
1,800 m to 3,400 m elevation and includes ropeways, snowmaking, artificial lakes, utility networks, technical
buildings, hospitality buildings, and major public facilities across multiple concurrent work packages.
What you'll do:
- Own the integrated master schedule/programme across all work packages and contractor interfaces
- Review and accept/reject contractor baseline schedules, perform TIA delay analysis, and drive recovery
actions
- Lead cost control, earned value reporting (SPI, CPI, EAC, ETC), cash flow forecasting, and contingency
management
- Define Rules of Credit, measure physical progress, and deliver monthly PMC reports and dashboards
- Manage change control, risk registers, and schedule/programme impact assessments
- Mentor a small project controls team (Planning Engineer, Cost Engineer, Document Controller)
What you bring:
- 15+ years in project controls on large-scale construction (20+ preferred)
- PMC, consultant, or client-side background in a PC Manager or Lead Planner role
- Expert Primavera P6 and Microsoft Project
- FIDIC contract experience
- Proven Kazakhstan project delivery experience
- Multi-package, multi-contractor environments
- Fluent professional English
Nice to have:
- Ski resort, mountain, or high-altitude project experience
- Seasonal construction constraint management
- Russian language proficiency
